Born in Chambéry (France) on February 2, 1838.
Died in Saint Firmin (France) on October 20, 1918.

A student of the French seminary in Rome, where he attended his theological studies at the Roman college and his juridical studies at the Apollinare. Returning to the diocese, he was bishop's secretary and teacher of dogmatics in the theological seminary. Elected bishop of Tarentaise in 1873, he was promoted bishop of Nancy and Toul in 1882. A bishop firmly attached to the see of Peter, he was a distinguished sacred orator and expert canonist for which he was often consulted by card. Gasparri. He opposed the French state's law on secularism and led the fight in favor of religious education.

During his *pilgrimage to Lourdes at the end of August 1903, Don Guanella twice in Marseilles heard the "fearless, wise, illustrious" Bishop Turinaz, whose frank and courageous preaching impressed and enthused him.
