Born in Balignano (Forlì) on 24 October 1863.
Died in Chieti on May 2, 1929.
Moral theology teacher in the seminaries of Cesena and Ancona, he became vicar general of the latter archiepiscopal see. Reported by his ordinary, card. Achille Manara, as suitable to hold a diocese, on June 30, 1909 was proclaimed bishop of Caiazzo. Appreciated by the Roman Curia, especially by the Consistorial Congregation, in 1913 he was on the verge of being called as rector of the new Pontifical Lateran Seminary. On 8 June 1914 he was appointed secretary of the Congregation of Religious and on the following 8 September he was conferred the episcopal title of Canopus. On 17 July 1918 he was promoted archbishop of L'Aquila. He died suddenly in the regional seminary of Chieti, where he was for the episcopal conference.
As secretary of the Congregation for Religious, Msgr. Turchi presided over the meeting of the Commission for the examination of new institutes which on 3 February 1917 decided to give a negative response to the request for approval of the Servants of Charity presented by Don *Aurelio Bacciarini. A short time later, on 27 March 1917, he led the meeting of the same commission which decided on the definitive approval of the Constitutions of the Daughters of S. Maria della Provvidenza, whose decree of approval was signed by him on the following 20 May.
