Born in Rome on October 8, 1869.
Died in Rome on December 16, 1936.
After completing his studies in the Roman Seminary, he was ordained a priest in 1892. Professor of moral theology at the University of Sant'Apollinare until 1916, due to his profound legal culture he was appointed study assistant, then substitute, then secretary and canonist of the Sacred Penitentiary Apostolic and finally voting prelate of the Apostolic Signatura. On 25 April 1917 he was elected vicegerent of Rome and proclaimed titular archbishop of Filippi, becoming a close collaborator of the cardinal vicars of Rome Basilio Pompilj and Francesco Marchetti Selvaggiani. Austere with himself but affable and mild with others, he was sought after by many prelates. Intensely engaged in the apostolate, during the twenty years of his vicegerence he became highly worthy of the pastoral care of Rome.
With Msgr. Palica, as intermediary with the cardinal vicar of Rome, the Guanellian superiors had to deal with various affairs concerning the congregation of the Servants of Charity, such as the *apostolic visitation to the hospitalization of Rome announced in 1932.
