Born in Cagliari on 1 June 1837.

Prefect first of Agrigento, then of Cremona, on 20 December 1896 he was assigned to the headquarters of Como where he remained until 1 July 1898, when he was appointed prefect of Lucca. He will later be placed on leave for service reasons.

He presided over the men's committee which, made up of characters from all parties demonstrating that "the Little House finds friends and benefactors in all fields", organized the great charity fair which collected more than twelve thousand gifts, arranged in three rooms of the building of the Town Hall and which were exhibited and extracted from 19 to 22 February 1898.
