Prefect of Caltanissetta, Sassari, Macerata and Salerno, on 16 August 1897 he was appointed prefect of Ancona, where he remained until 1 October 1906, when he was retired due to advanced age and length of service.
Don Guanella sent him an energetic letter on 10 November 1905 to avert an administrative inquiry into the troubled *Guanellian work of Arcevia. Invoking a friendly settlement through the good offices of the *bishop of Senigallia and the prefect himself, Don Guanella enclosed a single issue of the *bulletin "La Divina Provvidenza" so that the prefect Ovidi was informed about his works and his desire to "do good for everyone and harm no one".
